The City of Winchester and the Emergency Communications Department invites you to come join our team! The City has an outstanding strategic plan that includes goals and objectives, a clear vision, and a culture of collaboration. We are currently recruiting for a Lead Communications Specialist that will perform responsible technical work on an assigned shift dispatching police and fire equipment and personnel, usually in response to emergency situations and does related work as required. Work is performed under general supervision of the director. Limited supervision may be exercised over a small group of personnel.

Example of Duties
Receives requests for calls for police, fire and rescue assistance (both emergency and non-emergency), determines the nature of the call, the location of the call and dispatches the appropriate personnel and equipment; Dispatches other City department personnel and equipment as requested for the City Public Works Department, Utilities Department, and Department of Social Services; Provides pre-arrival instructions for fire and rescue medical calls; Monitors teletype traffic, sends teletype messages, and maintains the required logs; Answers incoming non-emergency phone lines for transfer within the department; Maintains training records; Conducts training of subordinates as assigned; Responds to various complaints and questions from both co-workers and the general public; Operates Computer Aided Dispatch (CAD) and other computer systems that entail the handling of confidential information; Assists with performance evaluations of subordinates; Assists with time sheets for Emergency Communications Center personnel; Sets up shift schedules; Perform monthly quality assurance on calls for service of subordinates; and Assumes the duties of the Director while in his/her absence.

Typical Qualifications
Any combination of education and experience equivalent to a High School Diploma or General Education Degree (GED) AND five years minimum experience as a Communications Specialist is required. An Associate's Degree in a related field is recommended; Possession of a valid and appropriate driver's license; Certified as a Virginia Criminal Information Network (VCIN) and National Criminal Information Center (NCIC) operator; Virginia Department of Criminal Justice Services (DCJS) Communications Specialist certification
