Summary Position Description:
The Deputy Director of the Human Services Department - Behavioral Health Developmental Services (BHDS) provides senior management within the Department and has overall responsibility for the day-to-day operations of the program service delivery functions of the BHDS Division including Mental Health & Substance Use Services (BH), Developmental/Intellectual Disabilities (DS) and the Behavioral Health Child and Youth Department (BH C & Y).
Critical Elements of Performance:
Defines, establishes and monitors goals and objectives for the BH, DS and BH C & Y Divisional programs within the broader context of the department-wide operational requirements. This position provides senior leadership in the areas of strategic planning and responding to external (including local, state, federal, and accrediting bodies) requirements for local, state and regional planning efforts for BHDS. The BHDS Deputy oversees the development and implementation of Departmental policy and procedures regarding service delivery; advocates for programs supervised to meet changing needs of those served. May serve as media spokesperson for the Department as well as represent the Department at various state and local policy discussions, conferences and speaking engagements. The BHDS Deputy also provides direct support to the citizen advisory boards appointed by City Council to include, but not limited to the CSB Board, CSB Executive Committee and works with the Division Directors in regards to the educational topics and performance contract reporting for BH and DS Committees.
Performance must be in accordance with local, state and federal policies and procedures. The BHDS Deputy must demonstrate a high level of skill and knowledge regarding human services programming and local governmental functions. This individual addresses departmental issues that may be identified by divisional management, volunteer boards, agency clients, or community feedback and will coordinate departmental activities and strategic planning efforts in concert with available expertise including City Attorney, Audit Services, Media, COMIT and Management Services. The BHDS Deputy demonstrates proficient oral and written communication skills and works effectively as a leader, manager and team member.
Master's degree from an accredited College or University in a human services or public administration discipline.
